Bay Area rule, plainly: the asbestos survey is required before demolition regardless of building age — the "built after 1980, so exempt" idea is a myth the Air District refutes by name. Every demolition also needs the BAAQMD Regulation 11-2 notification at least 10 business days ahead; we file it.
